How do I appeal my Philadelphia property assessment?
File a formal appeal with Philadelphia's Board of Revision of Taxes (BRT). Appeals are due by the first Monday of October each year, and the 2027 deadline is Monday, October 4, 2027. You can also ask the Office of Property Assessment for a First Level Review, instead of a BRT appeal or in addition to one.

What an appeal has to show
The city says an appeal should prove at least one of these:
- The estimated market value of your property is too high or too low.
- The estimated market value isn't uniform with similar properties around it.
- The characteristics of your property that affect its value are substantially wrong.
Appeal or First Level Review
To challenge your assessment, you have to choose at least one of two options: a formal appeal to the BRT, or a First Level Review (FLR) with the Office of Property Assessment (OPA), the office that set your value. You can file both.
How to file
The city's appeal page has the BRT's appeal forms and instructions.
Before you file, look up your address. The lookup shows how your assessment changed over the years and recent sales of similar homes nearby, which can help you judge whether the value is out of line.
